- Once the tower has been built, the person who built it begins the game by pulling a block off any floor except the last one built and positioning it on the top floor to complete it.
- Any block moved out of its space can be left so if it concludes that it will draw the tower if it moves.
- The game ends when the tower collapses – in other words, any other piece falling from the tower, except for the one to be moved.
- The loser is the one who caused the collapse and the one who moved before the loser is the winner.

It is played with 39 wooden blocks that are placed in a tower formation. Each floor consists of 3 blocks next to each other and the next floor is positioned perpendicular to the previous one. There will thus be 13 floors in the Jumbling Tower.
